The sequence of events unfolded following an initial traffic stop initiated by the San Diego Sheriff's Department in Imperial Beach around 10:30 a.m. Deputies had witnessed the driver engaging in reckless behavior before he fled, prompting a pursuit that would engage multiple law enforcement agencies.

By 11:20 a.m., the CHP took over the chase as the vehicle entered the I-5 freeway, where the situation escalated significantly. Officers attempted to neutralize the threat by deploying spike strips to deflate the vehicle's front tires. Despite these efforts, the driver continued to evade capture, leading officers to execute a "pit maneuver" designed to safely spin the vehicle and bring it to a halt.

The situation turned critical as the driver refused to exit the vehicle, prompting authorities to close both directions of the freeway for safety concerns, especially since there were uncertainties about whether the driver was armed.
